I wrote a treatise to answer this.

I read back through it and to be honest I said a lot of stuff that I 
didn't feel comfortable discussing in a public forum.  The short and 
sweet of it is this.  Afghanistan is totally doable.  It will take a 
long time, but compared to Iraq relatively little money.

The answer?

Give it back to SOCOM.  JSOC hunts the big names, SF and State and CIA 
work with the locals to secure areas.  Civil Affairs builds a school and 
a well, shows them some stuff about crops, irrigation, maybe brings in a 
couple of terps from the states that know what it's like here.  You 
rotate through traditional infantry working directly for the various 
special forces groups.

It'll take a while but it really does work.  Hell you could set up local 
tribe mountain ranger units to police the border too.
