Not necessarily.  I see the logic more as this.

Young college students tend to do things that may get them noticed by 
law enforcement; under age drinking, 'recreational' illegal drug use, 
less then observant attitudes to traffic rules, etc.

Young college students tend to have liberal political leanings which may 
or may not stem from their attitudes to the above activities.

Thus this disenfranchisement activity is aimed at dissuading a sector of 
voters most of who would probably vote liberally, at the cost of a few 
who may have voted conservatively.
