Abortion is an easy policy fix, but let's look at the "conservative"
principle first:

* Abortion is termination - murder - of an innocent life

* Prevention of murder is sufficient grounds for the government to be
given control of your body (in this case the female body)

If we all agreed to that, then I'd say a policy solution at abortion
is foolish since 100% of abortions are requested due to unwanted
pregnancy.

If our principle says that, to prevent murder, the government can
control your body then it makes perfect sense to have the government
control your body BEFORE the act that creates the unwanted pregnancy.

So we implant all children pre-puberty with birth control devices. To
have a device removed you'd need a license from the government which
would prove you mentally and financially able to have a child.

Of course now we've got another "conservative" principle to add in:

* Marriage is between a man and woman. Even if they're both ugly.

Thus we need to add to our Governmental Body Control (GBC) legislation
the provision that to remove the birth control you'd also have to
prove marriage to someone of the opposite gender.

Prove all of that, and you can have a baby AND we've solved abortion.

See? Conservative principles translated into policy.

Isn't everything easier when the government controls your body?
