No - this was actually one of the largest security enhancements in Vista:
the default user does not get the keys to the kingdom.

Running as Admin might help, but honestly if the instruction don't specify
to it probably won't.  I've actually had very good luck with Vista (I
actually like it a lot) but manufacturer's driver support has been awful.
The new driver model is actually better in a lot of ways, but too many
manufacturer's view changes like this as an excuse to force you to upgrade
to new hardware or, at best, to produce crap ports of old drivers.

My printer (an older HP all-in-one) works, but many of the lesser-used
features don't function under Vista - they just didn't bother even tho' as
far as I can tell the newer models do the exact same things.
