I fail to see how eliminating borders would stop road building, and if we don't have war, we wouldn't need a standing army, and could have instead a citizen's militia to keep the peace-breakers in line.
We have one law: Do not harm anyone except in your own defense. Tribal judges to handle local disputes, elected from those who don't want the job. No armies, no taxes, community work parties for infrastructure maintenance. No bureaucracy. No politicians. No borders. Turn earth into a garden. If we must have government, I kinda like the Federation of Planets on Star Trek.
