Welcome to the question that has caused more wars and drunken philosophers than any other.
But this comes directly back to the question of borders. Without them, who decides what laws exist, what rights exist, etc. In America we have a fiction that the laws/government are controlled by the people. We elect those who we want to govern as we want.
