It is a pretty well established fact that DHS funding doesn't correspond with actual likely threat. If that is really what the DHS thinks are worrisome areas then they obviously aren't worried about our nations nuclear stockpiles or biohazard facilities. Otherwise you'd see a big red pin in Montana.
