Given some of the stuff that they'll be doing there, I'd be very concerned. Level 4 biosafety are for the most dangerous pathogens. the designation is for labs that can handle virii and bacteria that can cause large scale pandemics or worse, not only to people but also to animals and plants as well. Just think of the results if most of the North America's food sources suddenly died from disease. Additionally look at the wind patterns from that part of the country, Minnesota, Chicago and the Midwest are down wind of that facility.
