Washington has not always worked the same. Therefore it can be said
that things have changed. Therefore it can be said that things have
caused change. Therefore it can be said that things are capable of
being changed.

You may not think that Obama is capable of (or genuinely interested
in) changing the status quo. That's fine. It just has no bearing at
all on whether he has a genuine interest in it or his capability to do
so.
