You really don't want K-Falls. Scary hick town, honestly. There are some cool places down in southern oregon, like the Applegate Valley that are very friendly to your sort of scene. But a lot of southern oregon towns are all about meth and crank. Not a cool scene, believe me.
Medical in Oregon is pretty easy and not at all frowned upon. I had a friend in Eugene who had a medical card, worked as a mediator and grew and she had a party for a bunch of people that included lawyers, prosecutors and 9th circuit court judges. She told them that plants were growing so they wouldn't be caught off guard. No one bailed because of the plants growing. I thought that was very cool. Bend is pretty sweet. It's grown really fast and with the economic collapse is definitely in a "finding itself" period. If you love outdoors, it's an amazing place summer and winter. There are a couple of CF shops there last time I checked, nothing real big. The bulk of the CF work in Oregon is in Portland (biggest city), Salem (government contracts but a crappy capitol town) and then Bend.
