A little less, yes. But the wind chill is bitter. I remember distinctly huddling in my car at 3am with the heater going thinking "Boy, this feels JUST like camping in Pennsylvania."
(Which it wasn't really. I think one time in PA the actual temp was -18, plus wind chill.)
