Serial killers are a local phenomenon. You don't get one traveling across the world. Terrorism is a global phenomenon. Country of origin, religious background, etc. are all items used in a profile when dealing with terrorism which do not apply to serial killers. So how easy is it for someone to claim to be another religion? Saying you're a Jew from Iraq might be a massive stretch (there are 2 of them there) but saying you're an Egyptian Christian when really your a Muslim is easy. OK, not exactly easy but not impossible.
