You left out one: People who panic, are noisy about it, but offer solutions
that are equally panicky and noisy to address the hyperbolic threats that
arise from their initial panicking.

We can squeeze this in between 1 and 2....we can call it "1A"...or we can
just call it the "Gruss Gott" level.
