But even if you did the efficacy of that power would be the same as no power.

Case in point: "war on drugs".

The military can't solve every problem, Sarge, and they certainly
can't solve terrorism.  If they could, it'd be solved.

And outlaw military procedures can't solve terrorism.

Case in point: Gitmo.  How many convictions did we get out of that?
And even Bush, at the height of his authoritarian regime, released
detainees who were repeat offenders.

Plain and simple the military stuff is an effective tool for
short-term stabilization but the history is clear on long-term
efficacy.
