Well, to be clear, I said law enforcement vs "war" begins (or should begin) when an invading force deposes the government of the invaded. Resourcing that process and what the laws are is another topic. I also said the fact that you don't understand that means that, in general, you don't seem to understand the difference between military operations - war - and the rule of law. Further, I said that it's not odd that you would be confused because the Bush administration spent almost a decade trying to turn America into a dictatorship and you implicitly trust government when that government is Bush.
