Scott was making the point in another thread that, in his opinion,
labor unions are not legislative bodies. That got me to pondering what
attributes should define the ability to form a governing body.

Traditionally, governmental organizations are geographically based. A
nation, a state, a county, a city, etc. You are bound by the rules of
the governing body by the virtue of your presence in the geographic
boundaries defined by the governing body.

Unions seem, to me, to be another sort of governing body. They are
self organizing in the same way that a city or county is but their
boundaries are defined by the type of work people do. A single union
can have chapters in multiple companies. A single company can have
multiple unions residing within its boundaries.

You are generally free to leave the jurisdiction of any governmental
organization by moving away (in the case of cities or states) or
switching jobs (in the case of unions). However, there are many
reasons in the case of either where it may be prohibitively difficult
to do so (family, friends, jobs, etc in the case of both geographic
governments and unions).

Cameron also mentioned another example of a governing organizaion, the
Homeowners Association.

So, should governing organizations be primarily based on geography?
Should we allow other types of governing organizations such as labor
unions and HOA's? Is geography an outmoded concept these days and
should governing organizations be transitioned to something more
interest/ideologically based?

I seem to recall the Ron Paul folks planning a community of
like-minded Libertarians where they would all rule by local charter
and it would be a haven. Perhaps that's the way things ought to go,
much like the Internet has allowed people like us to establish
communities online based on interest rather than geography.
