You're way WAY off track.

Unions are private regulated organizations whose purpose is to
negotiate attractive benefits packages with employers.

Scott has pointed out the one critical difference: a company isn't not
completely free to select a union.

But, really, a company is also not free to select to select my recruiter.

But where Scott is right is the "impacted" nature of the negotiator:
once a company's employees agree to unionize, that's the recruiter for
the company * for job(s) X* even if the company doesn't agree.

However I would still argue that this is simply a set of employees
selecting the same recruiter.
