Unions are nothing like recruiters. In fact, recruiters are often in
place to bring on candidates that eventually get hired and then join a
union.

Unions have many purposes, negotiating benefit packages is but one of
them. Protection of the workforce (defense of the common welfare) is a
major role of a union, for instance. In many states (most?) people may
be fired for any reason or no reason at all unless it is proven to be
one of a small number of illegal reasons (race, creed, gender, etc).
In union shops, however, that is rarely true. There are arbitration
rules, cause must be given...you know, due process.

And in what way do you think that a traditional government is not
trying to negotiate an attractive contract? We historically have
called it a social contract and it represents an evolviing balance
between a variety of sources attempting to produce a set of laws
(i.e., a contract) that produces the greatest general welfare.

I think you are too keyed in on the hiring/recruiting aspect. I'm
asking people to extrapolate out into the general notion of self
governance in groups and how that is evolving. Think about the phrase
"A more perfect union". What does it mean today?
