Inflicting terror, causing fear, the possibility that the child might grow up to kill others of your own, revenge, and just a target of opportunity. Maybe not in that order, but I suspect the first 2 will almost always be at the top of the list, with revenge following close behind .. all supported by the last. Perhaps the reasoning is the same as the N. Vietnamese durring the "Vietnam War" .. "We are willing to lose more than the U.S. is willing to win.".
