It's possible, but I'm still skeptical.  While meat doesn't have carbs, all
the other ingredients that make up chili do.  
Garlic, onions, tomatos....

When I make my chili, I throw in some tomato paste, but most of my liquid is
beef stock.  I try to make it as low carb as possible, but still palatable
(actually make that yummy).  And I still think I have about 6 carbs in it.  

If you really want to try their regular chili. Write them and ask them for
the ingredients, then it makes it much easier to tell.

Good thing I opted for KFC then.. however they do have veggie chili
