Its included in the MSA. I didn't make up these definitions, they're decided by the Census and the OMB. For that matter there are areas in the Albuquerque MSA that possibly should not be included in the MSA either. That said the point I'm making is that I've become rather tired of the bs that DC is a dangerous city. I'm not saying the place isn't dangerous , I'm saying that its not as dangerous as some would have us think it is. The hard data supports that. You can do an even finer grained analysis and find similar results. The difficulty here is that at some point its an inappropriate sort of analysis, very akin to cherry picking your results. Despite some people's prejudices and preconceived notions DC has a lower violent crime rate than many cities. Yes there are bad areas in the city, but overall its quite safe. Someone brought up the issue in a long and rambling rant that you can walk in certain neighbourhoods and be a crime victim. Well hey the same thing happens in any city.
