I believe it comes from pricing pressure, but mostly Medicare Advantage plans. Judah will correct me if I'm wrong. My problem with the CBO report is that it's a report on the efficiency of doing a stupid thing and data about doing stupid things is not useful to me. Everything goes bankrupt without price controls. Markets control prices, bureaucracies don't. So a CBO on anything other than how we're going to regulate in consumer market pricing is worthless.
