Not quite the same thing I was thinking of, something similar to what in Canada are called Royal Commissions. They usually are made up of a non-partisan panel of experts appointed by the Governor General-in-Council to carry out full investigations into specific national problems. When they're finished the commssion's findings are presented to Parliament for appropriate action. Depending on the Commission's warrant, that can include proposing specific legislation.
Think of the 9/11 commission with teeth.
