I dunno, did he? Perhaps he had the same attitude that most Americans had in that he did not think anyone would dare attack the US on US soil. I often wonder what liberal darling Gore would have done had he managed win.
Either way, I find it hard to believe some of the conspiracy theorists that say Bush knew all along what was going to happen, and used 3000 people as sacrificial lambs to go to war.
