I'm a bit confused about which systems you are referring to. The
system that Bush started in Alaska isn't covered by this decision as
far as I know. I'm not sure if any determination has been made on that
matter. The system under discussion is in Eastern Europe and had been
proposed but not implemented.

As for the system in Eastern Europe, it is my understanding that the
US is still committed to helping out Europe with missile defense, but
using a drastically different solution, deployed differently and on a
different (shorter) time line.

The system Bush proposed to put in place wouldn't have been for
protection from Russia as it was designed for long range missiles.
Bush had promised (as I understand it) Patriot missiles and fighter
planes to the Czech Republic and Poland for that purpose. With the new
plan to push out the SM-3 (which could be used against short and
medium range missiles launched from Russia) I don't know if those
previous plans for the Czech Republic and Poland stand or not. I
imagine that there will be a lot of moving around of plans as this
gets rolled out.

The fundamental shift, as I understand it, is from new, needs to be
developed, technology aimed at long range missiles to a more agile
deployment of existing technology aimed at short and medium range
missiles.
