If there was no reason to believe an attack was imminent then it was
probably much smarter to leave him in place.

So questions I would have are:

1.) What does "attempted to make contact with people associated with
al Qaeda" mean?  He called Akbar one night and order a pizze?  He
contacted US agents-in-place?  He called someone under surveillance
and was ID'd?

2.) Did Hassan make contact?  What did he say?

3.) How did he discover these AQ "people" to try to make contact in
the first place?  Did he go to a local mosque?  Did he drunk-dial
Afghanistan?

Without all of these answers it's pretty hard to make normative judgment.
