that's not the point.

As was said in another reply on this thread, I agree 
that if a lane is *added* to the road for HOV, then 
whether it's lightly or heavily used is up to the 
drivers - if they want a quicker trip, then car pool.

But if an existing lane is converted to HOV, taking 
capacity off the road, to coerce single-occupant drivers 
into car pooling, then the lane should require 2 or more 
drivers.  Only fair IMO.
