I was speaking, more or less 'in general', but I'm in Atlanta, where they added an HOV-2 lane around the time of the Olympics. So now we have this extra lane, free to the world, in hopes of coercing people into carpooling. In my [anal] opinion, driving with kids in the car is not carpooling - it's driving around with kids in the car.
