Maybe, maybe not. All intelligence agencies do it, including Canada's. The problem is not doing it, the problem is getting caught. That's why there was a blowup. Getting caught is the only sin in the spy business.
As a total aside, I've looked over some of the information and have come to a conclusion that has been missed and is a little embarrassing. This was not an assassination, this was an accident during a gay auto-asphyxiation sex romp.
