A very big consequence of this legislation is that fees will be
shifted to take money away from specialists and give it to primary
care doctors - a big disincentive to become a specialist. More doctors
are going to drop out of insurance programs altogether and just offer
private pay, or just leave the profession altogether.

Get ready for a massive shortage of doctors to add to the massive
shortage of nurses. I also predict a wave of hospital and clinic
closings as the reforms run them out of profitability.
