This looks like the culprit: August 1999 - Islamist rebels launch incursions into neighboring Dagestan. Russian forces respond by moving into Chechnya in September.

What the timeline does not state, is after the peace accord, what prompted the resurgence of violence in 1999. Since then there have been devastating terrorist attacks by Chechen rebels, the 700 hostages at a Russian Theatre where over 125 people were killed, The downing of passenger airlines,the assassination of the Chechen President. They also took a school hostage. With young children. They've made attacks on subways before as well. I still can't find what their reasons are. Initially..they wanted independence. It seems they fought and won their independence.
