If you want a good example of how not to do a mandated balanced
budget, look at California.  Cannot by law deficit spend, but has a
ton of legislatively mandated programs that must be funded, and unions
that refuse to budge an inch on any of their negotiated benefits,
making it all impossible to present a balanced budget when required
spending exceeds revenue.
