Some  municipalities have passed "an illegal to smoke" in your own
home law/codes know it's unenforceable..

I agree that no law is completely enforceable because not all crimes
are caught. And that this should not affect the law in the least, as
you said, you can't catch it all. However, speeding, murder, theft,
etc. are catchable offenses. At least some offenders of these laws are
caught, prosecuted, and punished. The law I would question is a law
that relies solely on confession. Such a law would seem to punish the
honest and reward the dishonest.

Knowing this will cause offenders to spread as did in cities around te
country in 2005 I wonder the impact on California and NM, and NV will
be.
