I was referring to my (admittedly limited) experience where illegal immigrants work in many 'cash only' jobs. If they pull in a paycheck - which might be difficult or even impossible given their immigration status - than I would stipulate that my assessment would be incorrect. Most illegal immigrants I have known, and even worked with, were typically getting paid in cash, 'under the table'. And, yes, I think that employers who get caught doing this should be held accountable for their actions.
As for being a drain on social services - in my years in EMS, I treated numerous illegal immigrants and transported them to hospitals for treatment that had little or no hope of ever being paid for. I will admit, though, this is not unique to illegal immigrants.
