It looks like there are 18101 with definite immigration holds, meaning
that they are here illegally and 4072 with possible holds, meaning
they are being investigated, out of a total population of 168830.  So
that makes it 10.7 percent definitely illegal immigrant and 13.1
percent probably illegal.  Major numbers, though far from 50 percent.
