No, I don't think it does at all. Because by your analysis, it doesn't do any good to have drivers licenses or insurance for anyone because some people who have licenses don't drive well and some who have licenses don't have insurance. But I think that it is quite obvious that having a drivers license increases the odds that you 1) know how to drive and 2) have insurance even if the insurance is for the period of time when you get your license.
