"Why is California protecting one class of citizens over others?"

The question should be: Why are California legislators protecting one class
of citizens over others?

Simple. To stay in office, one must protect the sacred cow.

Term limits might help. Then politicians "might" do the right thing if
their future in office didn't depend on the protecting said sacred cow.

CA is famous for referendums. Put term limits on the ballot.

"Legalizing marijuana would both increase revenue from taxes on MJ sales,
and decrease law enforcement and prison costs. It would also free up a
number of existing prison and jail beds for offenders who have actually
committed a crime worse than taking a toke. Also, the cost of law
enforcement along the Mexican/California border would be reduced because it
would be pointless for the cartels to continue to bring MJ into California
since they will not long be able to profit from it."

Legalization would help short term, but unless the culture of spending and
cronyism that has permeated government at all levels is changed, it will
only be temporary.
