We have had term limits since 1990. We need a proposition to overturn
it, the legislature is powerless to act because a law enacted by
proposition is actually a change to the state constitution and can
only be changed by proposition. The state supreme court just struck
down limits on medical marijuana quantities by growers that were
imposed by the legislature on just those grounds. In other words, the
situation has to get so bad that voters choose to change the law.
