Now let me get this straight. The Gaza is controlled by a government
who is dedicated to the destruction of Israel. So they are under
blockade by their intended target.

My first point, if most other countries were faced with such a
situation they'd nuke the place until it glows and shoot the survivors
in the dark. Prime examples of countries that have done this or are
willing to do so include the US, most of Europe, China, Japan and
India.

What does Israel do instead, they blockade all war and dual use
imports, attacking Gaza only after severe provocation. That's pretty
darned restrained.

Hamas has refused international monitoring of how the dual use
products will be used. So what guarantee is there that the concrete
won't be used for strong points and hardened defensive positions?
Moreover there are more than a few dual use products that can also be
used for short range missiles, explosives, fuses etc.

Israel has offered more than a few times to lift the blockade, if
Hamas rescinds its declaration to destroy Israel.

Another point, the activists said that they were not armed but would
physically defend themselves. even with Kevlar helmets and body
armour, an ax can still kill. There is evidence that a rifle was
seized from a soldier who was then shot by his own rifle. The report
that two pistols were captured has also been confirmed.

It would seem therefore that the peace activists were not as peaceful
as they advertised.
