Definately the flotilla shares the blame. If you have a list of approved ports and choose to run a blockade instead you're just asking for trouble. As for them initiating the raid the way they did, I'd expect nothing less from a military operation. These are soldiers, not neighborhood cops. You ask a combat unit from anywhere in the world, especially one that sees as much action as the IDF, to handle a policing action like stopping a flotilla of people who can't be bothered to go through proper channels and you're going to see it go off pretty much like this. Basically they sent soldiers to do a cop's job. Then again if I'm on a ship at night and a helicopter shows up and starts dropping men with M16s on the deck my first reaction is not going to be to grab a crutch and beat them.
