I don't know if I like this.  It takes away from the freedom of shopping.  Do stores 
have actual numbers on how many people come in vs. buy stuff?  I think the bail out 
rate it just something thats part of the business.  Having something like this might 
scare me away as I will think you will hound me as to why I didn't buy 
anything.....which is why you want it.  

This makes perfect sense from a business perspective, but as a customer it makes me 
leary, and anything thats leary is not going to fly.....

What about this setup:

I'm building a site right now, where it's not manadatory to sign up to
browse around, but if you wanna add something to a shopping cart, then
you need to sign up with minimum details, such as a username and
password and email address. That's it, nothing more.

You do not need to supply anymore info until you actually purchase
something.

One of the most important things about online shopping experiences,
especially for the merchant, is to find out WHY a user never ordered
anything on the site. So if you can grab at least this much, and they
never buy anything, you can at least ask why, send a coupon, etc. With
the obligatory, "Don't ever send me any email" choice of course.

There are studies that say huge percentages of online shopping carts
fail or never get used. As a merchant, I want to know why the person
spent tons of time browsing and looking but never bought.

This opens up some feedback, maybe the merchant would never have gotten.
