I'll put in a vote for NCDevCon, in Raleigh, NC..(not just because I was a presenter there this year). I was an attendee the first year and it was a conference full of quality speakers and sessions, and it was FREE. This year we did a whole set of "CF101" hands on sessions, along with a broader range of topics concerning web technology in general.
