About the only good thing as far as I can see we got from NCLB is that it generated a lot of data, most of it baseline with some real follow-up info. That gives a good starting point for charting real reforms. The problem with it is that it generally mandated changes but didn't mandate any funding. So of course what happened was that school systems took the cheapest and easiest way of meeting that imposed mandate.
