I suppose it depends on the person, where they work, and the culture there. At most places I have worked we would leave the office for lunch and go elsewhere and come back, consuming the full hour. As I've gotten older, more people have begun to bring lunch with them and eat at their desks so they can leave earlier and/or save money.
