The desire will still be there, but the theory is that it's harder to hide
unsavory actions if you can't hang over your desk and hide them from others
all the time.  It's questionable whether that logic still applies in our
modern digital society though, especially for programmers and others who
have "keys to the kingdom" anyway.  Other controls become more important
than whether or not you take a lunch (peer review, approvals before having
code pushed into production, limited access to live data, etc.).
