What I heard was, "When first meeting a police officer, I default to
the worst case until I have reason to believe otherwise".

Let me turn it around on you.

Would you lend money to a friend? Probably. Would you lend money to
someone you just met or do you pre-judge that it would be taken and
not paid back?
