It's not that he couldn't deliver them - it's that he DID NOT deliver them. There were a couple of promises that even I found encouraging that were flat out ignored. To name but a few: * No Lobbyists in the administration. Health Care, CARD act, Financial Reform - none of the biggies have "sat". Actually, I don't even know where the website is that was supposed to illicit public comment. * Opening up debate on the Health Care Bill on C-SPAN. * Weeding out "earmark spending". While only a fraction of a percent of the "stimulus" bill could be considered earmarked, the 2009 omnibus spending bill contained "depending on how you count, as many as 9,000 earmarks." Nope, only visitors logs that are 90-120 days old. * Re-Establish NASA There are more - http://politifact.com/truth-o-meter/promises/rulings/promise-broken/ Of those, I can count 5 that he could have done on his own without any congressional input. He even signed an executive order on the first - and then filled it with enough loopholes to make it useless.
