It's not that he couldn't deliver them - it's that he DID NOT deliver
them.  There were a couple of promises that even I found encouraging
that were flat out ignored.

To name but a few:
* No Lobbyists in the administration.  They weren't going to be there,
yet they are:

* Five day wait on signing any bill into law.  Health Care, CARD act,
Financial Reform - none of the biggies have "sat".  Actually, I don't
even know where the website is that was supposed to illicit public
comment.
* Opening up debate on the Health Care Bill on C-SPAN.
* Weeding out "earmark spending".  While only a fraction of a percent
of the "stimulus" bill could be considered earmarked, the 2009 omnibus
spending bill contained "depending on how you count, as many as 9,000
earmarks." (source

* Making White House Communications public.  Nope, only visitors logs
that are 90-120 days old.
* Re-Establish NASA

Of those, I can count 5 that he could have done on his own without any
congressional input.  He even signed an executive order on the first -
and then filled it with enough loopholes to make it useless.
