The same way court ordered mandates in business are handled now. It's really not that hard. A lot of businesses work with the Feds. I worked on a web project for the government that had to be 508 compliant, so we did it. Businesses conform to government standards all the time. That's really not an issue.

In order to get funding for a lot of Federal programs you have to meet certain guidelines. All of which most businesses don't have to handle or budget for.
