This happens everywhere.  A manager hires his buddy, even though he may
not be the best for the job.  I agree maybe there should be some
oversight, but then you would have partisan politics just like you have
now with Bush's judicial nominations.

Another longstanding bad policy is the appointment of ambassadors which
is simply a popularity contest.  You do the President a
favor or help him get elected and, poof - you're the ambassador to
Pakistan (just an example - fill in the blank with the country of
your choice).  So, it doesn't matter of you know the culture or the
language of the country to which you are ambassador.

Of course, there may not be any people that should be in such a post
that do know the customs and language - it's just that I think
that you should take a list of available candidates and try to choose a
person who knows these kinds of things and only choose
someone who does not if you can't fill the spot with someone who does.
