If by "recent" you mean "starting with Reagan" then you're right.

In fact, no recent President has increased government size and
government entitlements more than George Bush (the 2nd).

You could (and I'm sure you will) argue that Obamacare does such a
thing, however that has yet to begin and we have no idea the form it
will take when it does.

As an example consider that the *projected* growth in costs is
unsustainable and therefore either the industry will change or the
government will be forced to change it (probably for the worse and at
the healthcare expense of the population).  If Obamacare fores the
industry to change in drastic ways that bring down cost, then it can
easily be argued there was cost savings generated.

The wealth redistribution whining is mostly just that, and Malcolm
Gladwell and others have proven that with data.  That's not to say
that fiscal policy and legislation haven't made it much easier for the
talent trend to accelerate - they have.
